We feel honored to invite you to the 3rd International Conference on Digital Technology and Infrastructure in Engineering and Allied Sciences-2026 (ICDIEAS-2025), which will be held on June 15, 2026, at United Technical College, Bharatpur Metropolitan City, Chitwan, Nepal.

ICDIEAS 2026 brings together a community of experts, researchers, industry professionals, and policymakers from around the world to discuss the latest innovations and trends shaping the future of engineering and technology. This year’s themes includes:

The one who presented in this conference can submit their full papers which would be considered for the publication in the next volume of the in-house journal, Journal of U-TEC Engineering Management which usually is published between June to August. Speakers

Garry De La Pomerai
Program Director, WEARE

Garry de la Pomerai is based in Kathmandu Nepal for 6yrs, and for 20yrs an independent Disaster Risk Reduction (DRR) Consultant to the UNISDR, UNESCO, UNCRD and governments, concentrating on DRHS, sustainability and resilience development. He took his formal education from Nautical College Pangbourne. He studied his MSc in Security and Risk Management. He is an established trainer in Crisis Management. A core expertise includes implementing Advanced Earthquake Early Warning Systems (AEEWS) and developing the social science for effective early warning communication. He is a Program Director for “WEARE” (Water Environment and Risk Education). Their central focus is Comprehensive School Safety as implementation agency for Community Schools across Nepal; also School Zone Road Safety partnered with Rotary Nepal; and Water Resource Management, using environmental technologies for atmospheric water generation, crop enhancement, and pollution solutions. He advocates for combining Disaster Reduction and Health & Safety as a solitary discipline DRHS. He is from Cornwall, UK, and is retired as a founder member from SARAID (Search and Rescue Assistance in Disaster)

Prof. Dr. Subarna Shakya
Institute of Engineering, T.U

Prof. Dr. Subarna Shakya is a distinguished Professor of Computer Engineering at Tribhuvan University’s Pulchowk Campus and a Visiting Professor at Brown University. He holds a Ph.D. from Lviv Polytechnic National University and serves as the Director of the IT Innovation Center at Tribhuvan University and an Academician at the Nepal Academy of Science and Technology.
A central figure in Nepal’s digital evolution, Dr. Shakya served as Executive Director of the National Information Technology Center and remains an advisor to the National IT Committee. He has led high-impact international projects funded by the ADB, KOICA, and the European Commission’s Erasmus Mundus Program, including the EURECA, IDEAS, and LEADER initiatives.
A prolific researcher, he has delivered over 30 keynote addresses at international forums and published more than 200 Scopus-indexed papers. He contributes his expertise as an editor for over 15 journals and has served as an expert member for the South Asian University, India. A Senior Member of IEEE, his research focuses on e-government systems, information security, cloud computing, and computer architecture. His leadership continues to bridge the gap between academic research and national ICT infrastructure development.

The ICDIEAS, 2026 organizing committee invites abstracts for the 3rd International Conference on Digital Technology and Infrastructure in Engineering and Allied Sciences going to be held on May 15, 2026, Chitwan, Nepal.

Authors are invited to submit papers on topics including, but not limited to:
